Two modes of discharge

In these days of cutting-edge technology, when there are great medical advances and computers the size of ants and satellites sent millions of miles into deep space, how come the taps in the 'Gents' below the Press Box Stand have only two modes of water discharge: 'Not at all' and 'Niagara'.

You either get not a drop of water or a torrent fierce enough to rip your hands off.

It makes my blood boil.
